No matter whether it is raining, if Aran is wearing a hat, the probability that he wears a scarf is $0.4$. If he is not wearing a hat, the probability that he wears a scarf is $0.1$. On a randomly selected day, the probability that it is not raining and Aran is wearing neither a hat nor a scarf is $0.36$.
